To promote and facilitate the creation and development of small-scale enterprises, by providing them with advice, legal framework and management and entrepreneurship training.

The MEF has been involved in small enterprise development since 1982 and has provided training to small-scale entrepreneurs since 1985 with the introduction of Improve Your Business programme.  The MEF benefited from the support of the ILO in the adaptation of training materials, publication of booklets and training of trainers.
